ARTICLE I
NAME AND OBJECTIVES
SECTION 1. This association shall be known as the CHIEF PROBATION OFFICERS
OF CALIFORNIA.
SECTION 2. The objectives of this association shall be as follows:
(a) To provide members of this association for the development of relevant
activities bearing on the future of probation and the solution of problems
affecting membership.
(b) To provide increased opportunities for the development of relevant
activities bearing on the future of probation and the solution of problems
affecting membership.
(c) To stimulate cooperation between County Probation Departments in the
State of California.
(d) To endeavor to raise the standards and techniques in the conduct of
probation work carried on by County Probation Departments.
(e) To develop a mutual understanding and interpretation of the existing
California laws pertaining to probation services and related activities.
(f) To endeavor to establish and maintain in each of the counties of California
well-organized departments of probation for the handling of their probation
services.
(g) To design and implement agreements and programs for the efficient
handling of matters of inter-county problems and other matters of inter-county
relationships.
(h) To provide a forum for the exchange of ideas of mutual interest and
development of approved administrative policies.
(i) To provide for offenders a meaningful and rehabilitative experience
as an alternative to incarceration when the protection of society and
the welfare of the individual are best served by such an alternative.
(j) To effectively advocate for issues that impact County Probation Departments.
SECTION 3. The Chief Probation Officers of California shall strive toward
these ends by challenging its members to assume their proper roles of
leadership in the correctional community. All members may be requested
to serve on a committee of this association. These committees may concern
themselves with, but are not limited to, the following professional issues:
1. Probation philosophy and scope of activities;
2. Prevention and research
3. Relationships with State and inter-county governments;
4. Chief Probation Officers Training programs;
5. Probation administration
6. Legislation
7. Intra-agency and community relationships;
8. Departmental matters.
ARTICLE II
MEMBERSHIP
The membership of the association shall consist of Chief Probation Officers
of the counties of California.
ARTICLE III
OFFICERS
SECTION 1. The officers of the association shall consist of a President,
President-Elect, Secretary and Treasurer. The Executive Committee shall
be comprised of the officers and the Legislative Committee Chairperson,
all Past Presidents, the Chairpersons of the respective regions, and the
Executive Director of the Association.
SECTION 2. The officers shall assume office on January 1 following their
election and shall serve a term of one year ending December 31st of the
Calendar year. The President Elect shall then ascend to the Presidency.
SECTION 3. In the event an elected officer does not complete a one year
term, the vacancy will be filled by a special election of the membership.
The Executive Committee shall serve as the nominating committee. In the
event the vacancy is the President of CPOC, the immediate past president
shall preside over the special election.
ARTICLE IV
MEETINGS
SECTION 1. There shall be a minimum of four business meetings a year.
SECTION 2. At least thirty days notice shall be given to all members
of the association of the time and place of all business meetings.
ARTICLE V
AMENDMENTS AND ELECTIONS
SECTION 1. This Constitution may be amended at any regularly called business
meeting of the association by two-thirds vote of members present.
SECTION 2. Election of officers shall be held at the fourth business
meeting of the Calendar year, Nominations will be of officers for the
following year, submitted to the membership at the third business meeting
of the calendar year.
