Evidence-Based Practices

 

Evidence-based practices means a progressive, organizational use of direct, current scientific evidence to guide efficient and effective correctional services. Research has indicated that certain programs and intervention strategies, when applied to a variety of offender populations, reliably produce sustained reductions in recidivism. The Master Plan assumes that evidence-based practices can reduce recidivism in Napa County up to 30%.

Goals

· Decrease recidivism rate (offenders who go on to commit another crime).

· Increase safety and security of Napa County by effectively treating offenders both in-custody and in the community.

· Increase numbers of inmates who successfully reintegrate into the community.

Elements

· Delivers evidence-based practices and programming designed to identify and treat the reasons people commit crimes.

· Tailors programming to meet each offender’s individual criminogenic needs (crime-causing).

· Increases the emphasis on mental health and substance abuse treatment for the adult offender population.

· Includes a formal quality assurance and performance evaluation component  to ensure that the program is having a positive impact on recidivism.

 Community Corrections Service Center

 

The Community Corrections Service Center is a “one-stop shop” for intensive supervision, treatment services and, if necessary, sanctioning of offenders.

· Seven days a week, 12 hours a day M-F, 5 hours a day on weekends, in the Hall of Justice.

· Carefully screened participants, according to risk of recidivism; criminogenic (crime-causing) needs, such as anti-social behavior and attitudes; and other factors. Only offenders who are likely to change their behavior as a result of interventions will be admitted to the center.

· In some cases (i.e. in lieu of technical VOPs), CCSC participation will take the place of jail time. In other cases, CCSC participation may reduce overall jail time.

· Programming includes moral reconation (motivation) therapy, anger management, domestic violence management, substance abuse intervention and relapse prevention, life skills and parenting skills.

· All participants must check in with staff daily.

· Participants must be employed or must work with an education and employment specialist at the CCSC to seek employment.

· Participants must have stable, pro-social housing.

· Participants will be on probation and may be monitored or confined to their homes via electronic monitoring during non-CCSC hours.

· Participants will be subject to random drug and alcohol tests.

· Food will be provided for participants during CCSC hours.

· Maximum amount of time an offender can participate in CCSC: 12 months. Estimated average length of participation: 3-9 months. Initial capacity will be 50 offenders.

· Plan includes quality assurance and performance evaluation.
