AB 118 (2011) Realignment included this program allocation in the block grant to county CWD's.  Costs are claimed first to Title IV-E administrative costs (Category H - Foster Care Case Management) and the balance is now County funds from the realignment block grant.
SB933 (1998) provided counties with the ability to claim costs associated with the monthly visits to children in group homes. Prior to enactment of this legislation, only two visits per year were required. Section 16516.5(b) states, "Not withstanding section 10101, the state shall pay 100% of the non-federal costs associated with the monthly visitation requirement in subdivision (a) in excess of the minimum semi-annual visits required under current regulations." Since this change created a mandate for counties, the costs for these additional visits was funded 100% by the State. Counties are referred to CDSS Division 31 regulations regarding the substance and requirements for the visit.
