The History of Realignment – Paving the Way to 2011
This self-paced presentation covers history of the state-county relationship starting with the passage of proposition 13 in 1978. This will include the state’s response to Proposition 13 and how that affected the relationship between the state and counties as well as how it led to certain state budget decisions that affected counties and, therefore, the budgets for probation. 1991 Realignment will be discussed with an eye to the impact on counties and counties’ budgets. The content also covers the shift in focus of the state to public safety and the incremental steps leading up to 2011 Public Safety Realignment.
