County Spotlight: Probation Counties Keep Children and Communities Safe on Halloween
From Marin County, San Diego County, and KCRA.
On Halloween night this year, families across California headed into neighborhoods for a night of costumes and candy. To ensure a safe celebration, Probation Departments throughout the state united with their local law enforcement partners to enforce Halloween-specific restrictions for registered sex offenders under supervision.
These operations provide accountability while helping protect trick-or-treaters – so kids and their families can focus on fun, not fear.
Sacramento County PROBATION – Partnership in Action for “Operation Boo”
Sacramento County Probation partnered with the California Department of Corrections and Rehabilitation and the Sacramento County Sheriff’s Office to support the statewide Operation Boo initiative - helping ensure individuals on supervised release with sex offense histories comply with strict conditions on Halloween night.
From 5-9 p.m., Probation teams conducted home visits and compliance checks reinforcing restrictions such as:
- No Halloween decorations or participation in trick-or-treating
- No handing out candy
- Curfew from Halloween evening through the next morning
The goal of this law enforcement collaboration remains simple: protect local children and strengthen accountability.
This partnership showcases just a small part of the year-round supervision, support, and community safety that California Probation counties commit to daily. In 2024, 96% of supervised individuals in Sacramento county followed their conditions, demonstrating strong compliance and collaboration across agencies.

San Diego County PROBATION - Accountability Through Enforcement
San Diego County Probation teams made unannounced visits to 25–30 supervisees to verify compliance with Halloween restrictions.
Results included:
- 4 arrests related to violations
- Searches conducted with seized contraband including weapons, unauthorized electronics, and children’s items
- Restriction reminders provided in advance to reinforce expectations
“The overall goal is to create safer communities and ensure all children in San Diego have a safe Halloween,” said Division Chief Maritza Rodriguez.

Marin County — Strengthening Community Safety Through Collaboration
In partnership with the Marin County Sheriff’s Office, Marin County Probation conducted an October 30 compliance sweep targeting 12 individuals on active supervision for sex-related offenses.
Operation highlights:
- 12 total targets identified
- 6 successful contacts
- 3 attempted contacts
- 7 probation searches conducted
- 10 electronic devices searched (6 cell phones, 2 tablets, 2 gaming consoles)
- 1 safe, 2 laptop computers, 3 cell phones, 2 iPads, and 1 SD card
- 1 vehicle searched
- 1 arrest made for non-compliance
“These operations are about more than enforcement; they’re about protecting our community and reinforcing the importance of accountability,” said Chief Probation Officer Marlon Washington. “Public safety begins with consistent oversight and collaboration. Our team remains committed to ensuring that individuals under supervision are supported in their rehabilitation while maintaining the highest standards of responsibility.”
Marin Probation also raised $1,385 for the National Center for Missing and Exploited Children — underlining their broader mission of advocacy and child safety.
