Elaine Moore to Start as Kern County Chief Probation Officer July 25

Bakersfield, Calif. – June 18, 2026 – Elaine Moore has been selected as the new chief probation officer for Kern County, replacing Williams Dickinson who announced his retirement in May.
Moore has worked in the county’s Probation Department for 30 years and was promoted to Deputy Chief Probation officer in 2023.
She also oversaw the Youth Services Bureau, managing five different division, including three youth facilities, investigations and 400 staff positions.
“We are pleased to welcome Ms. Moore as the new Chief Probation Officer,” said Presiding Judge William Lua.
“Her passion for the department and unwavering dedication to its mission are unmistakable. With her extensive leadership experience and deep knowledge of probation services, she is exceptionally well positioned to serve our community.”
Moore will start in the new role on July 25.
“Ms. Moore’s leadership will carry forward the strong traditions established by Chief Dickinson and the leaders who came before him,” Lua added. “We look forward to working collaboratively with her and her management team as the department continues to advance its important work.”
