San Diego County Probation Hosts Singapore Probation Delegates
SAN DIEGO COUNTY, Calif. – October 6, 2026 – San Diego County Probation Chief Tamika Nelson welcomed probation leaders from Singapore recently and led them on a tour of the Youth Transition Campus.
The group represented Singapore’s Ministry of Social and Family Development and included Chief Probation Officer Elaine Loo, who oversees rehabilitation and reintegration services for probationers and youth offenders. She requested a visit to learn more about the campus and its programs.
“Sharing ideas with our international colleagues helps all of us improve how we support youth and families,” Chief Nelson said. “When we exchange what’s working, what’s challenging, and what we’re learning, we strengthen our programs and broaden our perspective. These visits remind us that even though our systems may look different, we’re working toward the same goal — helping young people make positive changes and succeed.”
Loo praised the department’s Career Technical Education (CTE) program and noted its strong impact on preparing youth for successful reintegration into the community.
The Youth Transition Campus in Birdrock operates as an open-setting facility grounded in positive youth development principles, with guidance from national juvenile justice experts. Youth receive individualized treatment plans, attend school — including online college classes — and participate in a range of career and technical education programs that expose them to potential career paths.
…The Singapore delegation also included a deputy director who supports volunteer-driven rehabilitation and protection programs, an assistant director focused on partner and capability improvements in child protection and family services, and a senior manager who oversees the Youth Homes Mentoring Program and volunteer initiatives.
