California Probation Chiefs Decry Governor’s Signing of AB 1376: A Dangerous Step Backward for Public Safety
Leaders Warn New Law Threatens Community Security and Undermines Effective Probation Oversight
Sacramento, CA, October 10, 2025 – Steve Jackson, President of the Chief Probation Officers of California (CPOC) issued the following statement in response to Governor Gavin Newsom signing Assembly Bill 1376 (Bonta) into law:
“The signing of Assembly Bill 1376 into law comes at a challenging time for California’s juvenile justice system, especially as tools continue to be removed from probation while more serious caseloads are increasing—undermining the will of voters who supported stronger accountability measures.
This legislation sets a presumptive twelve-month limit on probation, making arbitrary decisions for many cases, including some of the most serious and complicated crimes and the greatest need for interventions. This shift away from individualized assessments that consider rehabilitation progress and community safety is another long line of juvenile justice policy-making that ignores the important balance of accountability and opportunity.
Following the realignment of the Division of Juvenile Justice, we’ve seen a significant increase in the number of youth and young adults on county probation who have been adjudicated for the most serious and violent 707(b) offenses. In light of this shift, imposing arbitrary timelines limits the flexibility needed for effective supervision and treatment, and provide the individualized case plans and treatment which are essential for supporting youth while protecting the public.
Our organization advocates for evidence-based practices that balance rehabilitation with safety. As we work to implement the reforms voters endorsed, now is not the time to reduce the system’s ability to address individual needs and mitigate risks to communities. We urge state leaders to prioritize policies that honor this balance and foster long-term positive outcomes.”
