Napa County Debuts Probation Department Mobile Services

Napa, Calif. – October 15, 2025 – Napa County Probation Department services are going mobile.
The county bought and outfitted a 32-foot-long van using a $483,000 state grant. The Probation Community Outreach Mobile vehicle has the technology to act as a mobile courtroom and provides meeting space for probation clients.
“Bringing the office to clients who struggle with transportation will improve the likelihood they report to probation, which is the underlying reason for the majority of warrants,” a county report said.
That report is from 2023, when the Probation Community Outreach Mobile vehicle was still a dream. On Tuesday, the Probation Department unveiled the real thing during a ribbon-cutting ceremony at the county’s South Campus.
Chief Probation Officer Amanda Gibbs called it a “fully-equipped probation office on wheels.”
“Picture this — a 32-foot command center-style vehicle outfitted with probation officers, mental health counselors, alcohol and drug program specialists and extra laptops for job searches, virtual court appearances and teleconferencing or in-person meetings with service providers,” she said.
Napa County has about 2,000 adults on probation. Adult probation is at the county reentry facility along Highway 221 and next year is to move to offices in the airport industrial area.
But the Probation Community Outreach Mobile vehicle can go to the city of Napa, American Canyon and the Upvalley cities. It can park at libraries, police stations, family resource centers and other convenient locations.

Napa County Superior Court Judge Scott Young said the courts on a daily basis see people on probation or in the criminal justice system who say they don’t know where the Probation Department is or can’t get there. The courts sees people who have developmental disabilities or severe drug or alcohol problems.
“This mobile unit will allow the Probation Department to go to those individuals who need it most,” he said.

A few dozen local officials came to the afternoon ribbon-cutting ceremony. Damp weather didn’t dampen enthusiasm.
This is the second ribbon-cutting Napa County has held within about two weeks for a new mobile services vehicle. On Sept. 28, it debuted its Be Well Mobile Services that delivers Health and Human Services Agency programs.
