Michael Finnegan, a dedicated community volunteer serving the Yolo County Probation Department, was honored at the 2025 Annual Chief Probation Officers of California (CPOC) Awards Ceremony with the esteemed Tim Fitzharris Award.

According to a local press release, the award recognizes a non-probation professional who has made an extraordinary contribution to community corrections, celebrating individuals whose work has profoundly impacted people in the justice system, communities, and systems of care.

“For the past 18 months, Michael has shown an unwavering commitment to supporting our unhoused clients with compassion and dignity,” stated Chief Probation Officer of Yolo County, Chief Rachelle Gayton. “His generosity and dedication have strengthened our ability to connect and enhance stability with those who need it most.”

Michael has volunteered countless hours assembling and distributing “care bags” filled with essential items for individuals experiencing homelessness. Using his own time and personal resources, he has reached hundreds of clients, offering comfort, stability, and meaningful touchpoints that often encouraged individuals to reengage with their probation officers. His efforts have deepened trust, improved communication, and provided a humanizing bridge for probation clients navigating challenging circumstances.

Michael’s impact extends beyond the probation department. He regularly supplies care bags to other Yolo County agencies and partners, expanding the support network for unhoused individuals across the region. His service and leadership also led to his role as a member of the department’s Proposition 47, Cohort 4 Community Review Board, further strengthening community collaboration and safety.

“Volunteering to provide hygiene packets and clothing to probation clients has brought me a deep sense of fulfillment. It’s opened my eyes to the real needs in our community and reminded me how much a small act of kindness can matter,” Michael said.

“Michael Finnegan’s compassion and commitment reflect the very best of what the Tim Fitzharris Award represents,” said Chief Steve Jackson, CPOC President. “His work demonstrates how probation working with community partners can transform lives, uplift those most in need and create safer communities throughout California.”
