25 Years Strong: How JJCPA Reshaped Juvenile Justice
Thursday, October 23
8:45 AM–9:30 AM
This year marks the 25th anniversary of California’s Juvenile Justice Crime Prevention Act (JJCPA), a landmark investment in prevention that gave probation departments critical resources to help keep youth from entering—or progressing further into—the justice system. With this support, probation fostered strong community partnerships to address risk factors and reduce system involvement. This session will reflect on JJCPA’s origins, its impact in both urban and rural counties, and how it laid the groundwork for future juvenile justice reforms.
Moderator: Rosemary McCool, Deputy Director of Policy, Chief Probation Officers of California
Speakers:
- Chief Tracie Neal, Shasta County Probation Department
- Chief Tamika Nelson, San Diego County Probation Department
- Jessica Heldman, Fellmeth-Peterson Associate Professor in Child Rights, University of San Diego School of Law; Executive Director, Children’s Advocacy Institute
