SB 678 Passed in 2009 to Increase Evidence-based Practices in Probation
Sacramento, Calif. – November 8, 2019 – The Judicial Council of California recently found that California Probation Departments have been highly-effective in implementing evidence-based practices while protecting public safety since the implementation of Senate Bill 678. The SB 678 program helped lead to the revamp of California Probation’s practices to adopt more evidence-based, scientifically-supported approaches that have yielded considerable positive results.

She just had her first anniversary as a County employee. Her long, difficult path there included several stints in juvenile hall and years as a Probation client.
Probation Success Story – Building Client Success Through Relationship
Jillyne, a former Probation client in San Bernardino County is a true story of transformation and success.
“I made some bad decisions and it caught up with me,” she says in an interview about her journey. However, she did not allow those decisions to define her.
After she was assigned to Officer Kirby in the Probation Department, she began making new choices and rewrote her life into an inspiring story of growth and success.
Probation Officer Recognized for Saving Life
Sutter County Deputy Probation Officer Amy Depew was recognized by the Sutter County Board of Supervisors on September 24, for an act of heroism.
In early August of 2019, in the evening hours and while off-duty, Officer Depew received a call from police officers concerning an 18-year-old young man who was threatening to jump from a bridge. He was also holding a knife against his stomach.
Despite their best efforts, the police officers were unable to talk the man down from the bridge.
Nevada County Probation Highlights New Vision for Youth
The Nevada County Juvenile Hall has a new name, and a new purpose. Now known as the Nevada County Carl F. Bryan II Youth Center, the hall will continue to provide secure services for those few youths who need a safe place to reset their life on a positive path and get the help and services they need, but it will also service other youth by partnering with additional programs.

Siskiyou County Probation officers are finding new and creative ways to make sure offenders and youth are getting the help and services they need, said Chief of Probation Allison Giannini.
Many changes have occurred in the county’s probation department over the last couple years. The Charlie Byrd Youth Corrections Center was converted to the Juvenile Day Reporting Center and Day Reporting School in 2018.
The school now operates year round. Yreka High School counselors refer some students for credit recovery.

The Institute will fill the current lack of cumulative data and analysis about California probation’s approach as most reports focus on national data which does not always take into account the unique factors of California’s system.

National Report Points to Successes in California Reform

The Council of State Governments (CSG) Justice Center released a national report—which shows significant progress has been made in California on the number of offenders returning to prison while on probation supervision. The report points out that the State of California stands above the rest with rates lower than the nationwide average.

With joy and tears, 71 people were honored for completing a rigorous rehabilitation program slated to help make their transition back into the community successful.
Gathered in the Solano County Events Center in Fairfield, the students of the Center for Positive Change, run by Solano County’s Probation Department, happily acknowledged an audience full of loved ones as they received their certificates from the program’s completion ceremony.
Some shared their stories, others celebrated in silence as they pondered the bright future ahead.

California has reduced usage of our local detention facilities by 60% and successfully serve 90% of youth in the juvenile justice system within our communities.
Spotlight: Meet Rosemarie Salazar
From Juvenile Detention to Business Owner and Mother of Three
Probation is a unique bridge between the community and justice with many different stories to share.
Rosemarie Salazar was on probation in San Bernardino County as a youth. Years later she still remembers the Group Counselors, now known as Probation Officers whose mentorship helped get her life back on track. Probation is a unique bridge that connects high needs youth with the trained experts in probation to help individuals like Rosemarie get the skills they need to build a bridge back to the community and live healthy and positive lives.
