Stephanie Anderson
Stephanie Anderson is the Probation Foster Care Specialist at the Chief Probation Officers of California (CPOC). In 2018, she joined CPOC and assisted with the implementation of the Continuum of Care Reform and has worked on the implementation of Family First Prevention Services Act (FFPSA) and other foster care policy matters. Prior to this role, she was an Arts in Corrections (AIC) Program Manager at the California Arts Council, where she assisted in the expansion of art programs in all the California state institutions.
Amy Asher
Amy Asher is the Assistant Chief Probation Officer for Butte County, bringing over 15 years of dedicated service to the department. Born in Texas and raised in Chico, California, Amy earned her degree in Social Work from CSU, Chico. A passionate advocate for youth and evidence-based practices, she was instrumental in introducing the Strengthening Families Program to the department and served as a facilitator for five years.
Deirdre Benedict
Deirdre Benedict is the Supervising Analyst for the Judicial Council of California’s Pretrial Unit in the Criminal Justice Services Office. Since joining the Council in 2000, she has worked on projects involving judicial education, court support, and policy development, including serving as lead staff to the Trial Court Presiding Judges Advisory Committee. Deirdre was a key staffer for the Chief Justice’s 2016 Pretrial Detention Reform Workgroup and later led the Pretrial Reform and Operations Workgroup (PROW).
Tim Bennett
Tim Bennett is a Supervision Probation Officer in Mariposa County. He was born in Columbus, Ohio, and is a proud graduate of Fresno Pacific College. Mr. Bennett has been with the Mariposa Probation Department for 17 years and has served in various roles, including working in the Juvenile Placement Unit and serving as a Joint Drug Task Force Officer, AB109 Officer, Drug Court Officer, and Adult Division Supervisor.
Anders Benoit
Anders Benoit is a teacher at a Juvenile Court school in Shasta County, where they support youth through River’s Edge Academy. The program’s mission is to empower youth not only to become functional, contributing members of the community, but also to grow into leaders within their region. This fall, Anders will complete a Master’s in Restorative Practices with an emphasis on Relational Facilitation for Healing Trauma from the International Institute for Restorative Practices (IIRP).
Jaynie Brown
Jaynie Brown is the Director of the Strengthening Families Foundation and a national leader in family-focused juvenile justice reform. She supports implementation of SFP in detention facilities, early intervention, and diversion programs across multiple states, and leads development of the new SFP online platform.
Erin Burton
Erin Burton is a Senior Deputy Probation Officer with the Sacramento County Probation Department and has over 17 years of experience working in Probation as a juvenile corrections officer as well as a field supervision officer. She graduated from California State University, Sacramento in 2007 with her Bachelor of Science Degree in Criminal Justice and in 2012 with her Master of Arts Degree in Child Development. Erin is currently the Homeless Liaison Officer under the Adult Community Corrections Division and is assigned to the Sacramento County Sheriff’s Homeless Outreach Team.
Dr. Elizabeth Cauffman
Elizabeth Cauffman is a Professor in the Department of Psychological Science in the School of Social Ecology and holds courtesy appointments in the School of Education and the School of Law. Dr. Cauffman received her Ph.D. in Developmental Psychology from Temple University and completed a post-doctoral fellowship at the Center on Adolescence at Stanford University. At the broadest level, Dr. Cauffman’s research addresses the intersect between adolescent development and juvenile justice.
Cynthia Chase
Cynthia Chase is a Licensed Clinical Social Worker with 25 years’ experience in juvenile and criminal legal system reform as a Social Worker, Probation Officer, Corrections Director of Programming, and the Executive Director of the original Gemma Program. Cynthia has been recognized as a dedicated leader and tireless advocate in her work at the intersection of justice and gender. As a subject matter expert, Cynthia has worked to improve systems and outcomes for marginalized individuals at the city, county, and state level.
Kiki Farris
Kiki Farris oversees all youth and adult programs and services as the Assistant Chief Probation Officer for Contra Costa County. She began her career more than 20 years ago as a Probation Counselor in Juvenile Hall after earning a degree in Criminal Justice Administration at Cal State, Hayward. Her extensive experience encompasses a wide range of community supervision, court work, and a decade of leadership in probation foster care efforts, which has shaped her approach to enhancing systems and promoting equity for diverse probation populations.
Brian K. Ford
Brian K. Ford is the Chief Probation Officer for Alameda County, leading one of California’s largest and most progressive probation departments. With over 23 years in criminal justice, he is recognized for advancing evidence-based practices, leadership development, and equitable outcomes for justice-involved individuals and families. He began his career with Los Angeles County Probation in 2002, serving 16 years in various leadership roles before joining Alameda County.
Jaime Grant
Jaime Grant serves as the Deputy Chief Probation Officer overseeing the San Joaquin County Community Assessment Response and Engagement Services (SJ CARES) program. With over 20 years of dedicated service to San Joaquin County, She brings extensive experience in community safety, rehabilitation, and support for vulnerable populations.
Nicole Green
Nicole Green, MSW, ASW is a registered Associate Clinical Social Worker at The Gemma Project, specializing in providing trauma-responsive and gender-responsive therapy to formerly incarcerated women. Informed by her own lived experience with incarceration, Nicole brings a unique depth of understanding and empathy to her work. Her clinical practice includes facilitating therapeutic workshops, leading supportive group therapy sessions, and offering tailored individual therapy to address the complex behavioral health needs that can arise from incarceration and trauma.
Jessica Heldman
Heldman served as Associate Executive Director at the Robert F. Kennedy National Resource Center for Juvenile Justice at Robert F. Kennedy Children’s Action Corps in Boston, MA. In this capacity, she provided technical assistance and training to state and local jurisdictions, guiding the development of law and policy within child welfare and juvenile justice systems throughout the nation. Heldman served as a consultant for organizations including Children’s Rights in New York City, the Child Welfare League of America, and Georgetown University’s Center for Juvenile Justice Reform.
Denise Hippach
The Honorable Denise Hippach is the Supervising Judicial Officer of the Santa Barbara Superior Court and the first African-American to serve as a Superior Court judge in Santa Barbara County. A graduate of the USC School of Law, she was admitted to the bar in 2003 and has since built a wide-ranging career in public service.
Jessica Ireland
Jessica Ireland is a Senior Manager at CEPP. She provides technical assistance to jurisdictions across the country that are working to improve their pretrial systems and supports the implementation of the Public Safety Assessment (PSA). Ms. Ireland is a national expert on pretrial services programs, collaboration in the criminal legal system, and implementation of sustainable and effective pretrial system improvements.
Steve Jackson
Chief Steve Jackson has over 27 years of experience in the field of community corrections. He has a Bachelor of Arts degree in Social Work from Azusa Pacific University. Steve began his career in probation in 1998 in Stanislaus County. He promoted through the ranks and became the Assistant Chief Probation Officer in San Joaquin County in 2019. Chief Jackson was appointed as the Chief Probation Officer for the San Joaquin County Probation Department in March 2020.
Chris Kamin
Chris is a seasoned veteran with over two decades of dedicated service in the criminal justice sector, working in positions including equivant Supervision and Pretrial COO, Customer Success Manager, Implementation Lead and previously as a practitioner in the field of Community Corrections.
Jeremy Kenyon
Jeremy Kenyon is the current Division Director of the Shasta County Juvenile Rehabilitation Center for Shasta County Probation Department. After earning his BA degree from Morningside College in Social Science, Director Kenyon entered public service. Director Kenyon has worked in the field of probation services and community corrections since 2006 and spent the entirety of his career at the Shasta County Probation Department working in both the Adult and Juvenile Divisions. After working himself through the ranks of line staff, he was promoted to Division Director in 2019.
Duncan Kirkwood
Duncan is an author, Veteran, and global resilience advocate. He has spent his professional life working to empower young people, educators, organizations, and communities. His mission is to ensure everyone can learn the critical tools to become the most resilient and best version of themselves. His passion is helping individuals push through their perceived limits to take control of their futures.
Simone Tureck Lee
Simone Tureck Lee has dedicated over two decades to advancing the well-being of transition-age youth who have experienced California’s foster care system. Beginning her career within foster care, mental health and youth development in Los Angeles and the San Francisco Bay Area, Simone transitioned to statewide advocacy and systems-change in 2009 when she joined John Burton Advocates for Youth (JBAY).
Russell Magnani
Russell has been with the Probation Department since 2016, beginning his career at juvenile hall before transitioning to the field in 2021. He currently serves as a department firearms instructor, defense tactics instructor, and de-escalation instructor. For the past two years, Russell has been assigned to the Outreach Division, in addition, he has also been supervising Proposition 47 cases for over three years.
Rosemary McCool
Rosemary Lamb McCool serves as Deputy Director at the Chief Probation Officers of California (CPOC), where she primarily focuses on juvenile justice policy and assists in overseeing the association’s day-to-day operations. With twelve years of experience at CPOC, Rosie previously worked on public safety policy at the California State Association of Counties. She began her career as an Executive Fellow in Attorney General Bill Lockyer’s Office through the Capitol Fellows Program, relocating from southern California to Sacramento.
Tracie Neal
Tracie Neal has been the Chief Probation Officer of Shasta County since 2013. Chief Neal has worked in the field of probation services and community corrections since 1996. She started her career at Humboldt County Probation as a Juvenile Group Counselor and Deputy Probation Officer. Later, she worked at Mono County Probation, where she progressed to Assistant Chief Probation Officer before joining Shasta County Probation in 2012.
Tamika Nelson
Chief Tamika Nelson joined San Diego County Probation in January 2022 after serving as the Assistant Chief Probation Officer in San Joaquin County. She brings 20 years of experience in the field, starting as a Probation Officer in 2001 while earning her Juris Doctorate from the Humphreys School of Law in Stockton. In addition to her law degree, Ms. Nelson earned a B.A. in Political Science from the University of California, San Diego.
Jill North
Jill North holds a Bachelors in Literature and a Masters in Creative Writing from CSU Chico. She later received my teaching credential in English and fell into Alternative Education. Jill was a College English instructor, High School English teacher, Independent Study Teacher, & Juvenile Court School teacher before moving into Administration in 2023. She loved Alternative Education so much they decided to give her the title of Program Director of Alternative Education for Shasta County Office of Education and Principal of Shasta County Juvenile Court School.
Chansavang Oriyavong
Deputy Chansavang Oriyavong has served with the Sacramento County Sheriff’s Office since 2013. Prior to his law enforcement career, he served 4.5 years in the U.S. Army as an infantryman, completing two combat deployments to Iraq. His military background instilled a strong foundation of discipline, resilience, and teamwork. He began his law enforcement service at the Rio Cosumnes Correctional Center (RCCC) before transitioning to patrol, where he spent seven years primarily in north Sacramento County.
Sarah Pauter
Sarah Pauter is the Executive Director of John Burton Advocates for Youth (JBAY), where she leverages both personal and professional expertise to advance the organization’s mission of improving the lives of youth and young adults who have experienced foster care or homelessness.Before stepping into this role, Sarah served as a Senior Project Manager at JBAY, leading efforts to strengthen policies that support foster and homeless youth in higher education.
Anthony Poponi
Anthony is an expert in positive psychology, the applied science of human happiness. Anthony is a professional speaker, facilitator and professional development coach working regularly with probation teams and has presented at conferences hosted by probation organizations such as APPA, CAPSA, CPOC, PBMA and has worked directly with multiple probation departments in California including Contra Costa, San Mateo and Kern and Tulare Counties. He is a certified STC provider with BSSC.
Patrice Pratt
Patrice Pratt is a Senior Deputy Probation Officer with over 19 years of dedicated service to the Sacramento County Probation Department and currently assigned to the Adult Field Services Division. Patrice graduated from California State University, Sacramento with a Bachelor of Science Degree in Criminal Justice. Throughout her career, she has demonstrated a commitment to public safety, rehabilitation, and community engagement.
Lisa Randall
Lisa Randall is a Supervising Probation Officer for the San Francisco Juvenile Department and has served the City and County of San Francisco since 2011. SPO Randall currently oversees Placement, Secure Track, Prop 57, and ICJ and is passionate about assisting youth in finding their opportunity for change. The majority of SPO Randall’s career has been focused on working with high risk offenders and reentry. Prior to starting her career at San Francisco Juvenile Probation, SPO Randall worked in behavioral health, as an institutional counselor, and as a residential counselor.
Jordan Richards
Jordan has served as a probation officer for 17 years, including the past 6 years as a supervisor. Throughout their career, they have worked in a wide range of assignments, including juvenile detention, juvenile field services, and adult supervision. They have also managed grants and overseen numerous programs during their tenure. Currently, Jordan supervises the SJCARES team, the department’s homeless taskforce, as well as taskforce officers assigned to various countywide law enforcement taskforces and agencies.

Andrew Stout
Andrew brings over twenty years of experience in the field of Probation, beginning his career with the Sonoma County Probation Department before joining Placer County Probation in 2012. Over the course of his career, he has gained comprehensive experience by serving in every division within the department. For the past several years, Andrew has served as the Supervisor of both the Outreach Division and the Tahoe Office, where he has had the privilege of leading a dedicated and highly capable team of officers.
Cristel Tullock
Chief Tullock became a Deputy Probation Officer 25 years ago and she is the first employee in the department’s 110+ year history to promote through the ranks to become the Chief. She has experience with the implementation of major criminal justice legislative reforms, including the 2011 Public Safety Realignment Act; has effectively represented the department at the local, state, and national level; and has led numerous and wide-ranging initiatives and programs designed to help justice involved individuals restore their lives.
